It is a legal requirement that your vehicle is scrapped by an Authorized Treatment Facility (ATF):

The Certificate of Destruction:
You will be issued a Certificate of Destruction (CoD) when an ATF agrees to scrap your vehicle. This will be delivered within seven days. This is a legal requirement.
